Debate Format
Breakdown of the format:
1. Team Structure
Each team consists of three speakers, making a total of six speakers in the debate. Government Team (Proposition): The team supporting the motion.2. Speaking Order

Motion: The debate is based on a motion (the topic), which is typically given a few minutes before the start of the debate. The motion is usually framed in a way that one side has to support it, while the other side must oppose it.Roles and Responsibilities:
4. Points of Information (POIs)
Points of Information: Points of Information (questions directed to the member speaking) may be asked between first minute mark and the six-minute mark of the members' speeches. To ask a Point of Information, a member should stand, place one hand on his or her head and extend the other towards the member speaking. The member may announce that they would like to ask a "Point of Information" or use other words to this effect. The member who is speaking may accept or decline to answer the Point of Information. Points of Information should not exceed 15 seconds in length. The member who is speaking may ask the person offering the Point of Information to sit down where the offer has had a reasonable opportunity to be heard and understood. Members should attempt to answer at least two Points of information during their speech. Members should also offer Points of Information.
5. Definition
The definition should state the issue (or issues) for debate arising out of the motion and state the meaning of any terms in the motion which require interpretation. The Prime Minister should provide the definition at the beginning of his or her speech. The first and the last minute of every speaker's speech will be the protected minute during which no member from the opposition teams will be allowed to question the speaker, the team will be penalized in case the member is found violating the protected time. The Decision of the Adjudicator(s) will be final and unchallengeable. Challenging the definition: The Leader of the Opposition may challenge the definition if it violates the rules of defining the motion. The Leader of the Opposition should clearly state that he or she is challenging the definition. The Leader of the Opposition should substitute an alternative definition after challenging the definition of the Prime Minister.
6. Matter
Matter is the content of the speech. It is the arguments a debater uses to further his or her case and persuade the audience. Matter includes arguments and reasoning, examples, case studies, facts and any other material that attempts to further the case. Matter includes positive (or substantive) material and rebuttal (arguments specifically aimed to refute the arguments of the opposing team(s). Matter includes Points of Information.
7. Final Round
Topic for Final round will be announced 10 days before the competition, and the teams will be assigned to the Proposition or Opposition 30 minutes prior to the start of the competition.
Ranking of Teams:Teams would be ranked from first place to last place. First placed teams would be awarded three points, second placed teams would be awarded two points, third placed teams would be awarded one point and fourth placed teams would be awarded zero points. Teams may receive zero points where they fail to arrive at the debate more than five minutes after the scheduled time for debate. Teams may receive zero points where the adjudicators unanimously agree that the Member has (or Members have) harassed another debater on the basis of religion, sex, race, color, nationality, sexual preference or disability. Adjudicators would confer upon team rankings. Where a unanimous decision cannot be reached after conferral, the decision of the majority will determine the rankings. Where a majority decision cannot be reached, the Chair of the panel of adjudicators will determine the rankings.
Note:The adjudicator policy that our event will follow is ‘𝑛𝑎 = 𝑛𝑏 – 1’
Number of adjudicators (𝑛𝑎) = number of teams of the particular institution (𝑛𝑏) minus one.
This means that if an institution sends two teams, they will be bound to bring at least one adjudicator along with their Teams.
The debates on Model United Nations will be held on the pattern of UNGA or UNSC or both based on registration for the debates.
United Nations General Assembly Committee (UNGA):Objective: The United Nations General Assembly Committee aims to provide a platform for students to debate and discuss global issues, international Relations, and peacekeeping. Participation: Delegates will represent different countries from around the World, ensuring a diverse and inclusive environment for discussions. Registration: Delegates must register for the United Nations General Assembly Committee and be assigned a specific seat based on their Registration. One member of a team will be allotted one country. Topics: The topics for discussion will be chosen based on current events and Relevant issues, such as climate change, human rights, and global security. Debate Format: The debates will follow the rules of procedure outlined in The Model UN Rules of Procedure, with a focus on diplomatic behavior and respect for opposing views Chairperson: The chairperson will guide the discussions and ensure that the Debates remain focused on the topic at hand, maintaining a diplomatic and respectful environment. The decision made by the chair will be deemed as Final. Award Policy: 1 Best delegate, 2 outstanding diplomats, Honorable mentions, and special mentions (chair’s discretion)
United Nations Security Council (UNSC):Membership: The UNSC consists of 15 members—5 permanent (China, France, Russia, the United Kingdom, and the United States) and 10 non-permanent Members elected for two-year terms.
Registration: Decisions on substantive matters require at least nine votes in favor, Including the concurring votes of all five permanent members (the “veto” power). Procedural matters require a simple majority.
Meetings: The UNSC meets as needed to address international peace and security Issues. Meetings can be closed or open to the public.
Resolutions: The UNSC can adopt resolutions that member states are obligated to Implement, particularly regarding sanctions, peacekeeping operations, and Authorizations for the use of force.
Peacekeeping: The UNSC has the authority to establish peacekeeping missions to Maintain or restore international peace and security.
Enforcement Actions: It can take measures, including economic sanctions or Military actions, to enforce its decisions.
Regular Reports:The Secretary-General regularly reports on the situations Affecting international peace and security.
Participation:A delegates will represent any one of the fifteen members of the Security Council.
Registration:Delegates must register for the UNSC and be assigned a specific seat based on their Registration. One member of a team will be allotted one country.
Topics:The topics for discussion will be chosen based on current events and Relevant issues, such as climate change, human rights, and global security.
Debate Format:The debates will follow the rules of procedure outlined in The Model UN Rules of Procedure, with a focus on diplomatic behavior and respect for opposing views.
Chairperson:The chairperson will guide the discussions and ensure that the Debates remain focused on the topic at hand, maintaining a diplomatic and respectful environment. Chairs decisions will be final and committee will go as chairs want.
